WASHINGTON—Secretary of the Treasury Scott Bessent announced today a key senior appointment at the U.S. Department of the Treasury. Dr. Judy Shelton will serve as a Counselor in the Office of the Secretary.

Shelton is an economist and author specializing in international financial and currency issues. She previously served as U.S. Director of the European Bank for Reconstruction and Development and as Chairman of the National Endowment for Democracy. She has testified numerous times before Congress as an expert witness on international financial relations and has consulted with national security officials on global economic developments.

At Treasury, Shelton will advise the Secretary on currency policy, with a particular focus on evaluating financial conditions in China.  

Prior to joining Treasury, Shelton served as a Senior Fellow at the Independent Institute. She also served as a Senior Research Fellow at the Hoover Institution at Stanford University, where she authored The Coming Soviet Crash and Money Meltdown. She holds a Ph.D. in Business Administration from the University of Utah.

Shelton began her professional career as a National Fellow at the Hoover Institution, where she received a postdoctoral fellowship to study the impact of Western capital on the Soviet economy. Throughout her career, she has specialized in analyzing the internal monetary and financial conditions of nations and their impact on exchange rates.
