Gov’t approves national smart urban development orientation for 2026–2030, towards 2035

Under the program, by 2030, all of cities will formulate and implement smart urban development schemes, gradually integrate digital transformation with green transition, while provinces will formulate and carry out smart urban development schemes based on their needs.

All cities are required to develop shared urban databases in accordance with their respective plans, prioritizing the standardization and cleaning of foundational data on geography, land, population, planning and urban infrastructure before connecting and sharing such data in line with regulations.

All cities are also tasked to establish Geographic Information System (GIS)-based databases on urban planning, infrastructure and urban spaces in accordance with their plans and the priority lists set out in local schemes, ensuring that these databases are regularly updated and interconnected.

By 2035, data-driven urban governance and development models are expected to be basically established in major cities and key urban centers. Under this approach, data will be connected, shared and utilized as a resource for urban planning, investment, construction, operation and development, while urban governance decisions will increasingly be supported by analytics, forecasting, simulation and advanced digital technologies.

An interconnected, secure and effectively utilized urban data ecosystem will be formed, while capabilities in early forecasting and warning, cross-sectoral coordination, policy response, maintaining operations during disruptions and rapid recovery will be enhanced.

Vietnamese cities are expected to achieve higher living standards, resilience and competitiveness, while becoming more deeply integrated into regional and international innovation and smart city networks.

The ultimate goal is to develop smart cities capable of maintaining the operation of essential infrastructure and services during emergencies and national defense-related situations, meeting requirements for civil defense, national defense, security and sustainable development./.
